One of the reasons for the passive nature of private forest management is the complexity of forest management, because the owners sense, and rightfully so, their lack of skill for managing the forest on their own as well as risks in selling the cutting rights of the growing forests. On the other hand, people do not want to sell their forest properties due to the fact that emotions outweigh the financial gains.

A mature forest loses its value when it is not used, because very old trees die of disease and vermin. A mature forest that loses its vitality is also sensitive to storms. The frequent storms Estonia has witnessed over the last decade have proved it and a significant amount of forests has been wasted. Constant management process is necessary to keep forests viable and healthy, and to prevent loss of value of the property.
